    Adjust oven rack to middle position and preheat oven to 425°F. Wash and dry all produce.

    Place green bell peppers on a baking sheet lined with foil. Drizzle each half with oil and rub to coat evenly. Season with salt and black pepper . Place in oven and roast until tender ⏱️ 15 minutes .

    While peppers roast, combine pearl couscous , water , and salt in a small pot. Bring to a boil, then cover and reduce heat to low. Simmer until tender ⏱️ 6 minutes . Drain any excess water if needed.

    Heat remaining oil in a large nonstick skillet over medium-high heat. Add ground beef , carrot , and scallion whites. Season with salt and black pepper . Cook, breaking up beef with a spoon, until vegetables are slightly softened and beef is nearly cooked through ⏱️ 3 minutes . Stir in tomato paste and cajun spice blend ; cook until fragrant ⏱️ 1 minute .

    Add cooked couscous, sour cream , and butter to the skillet. Stir until butter melts and filling is well combined and creamy. Taste and adjust seasoning with salt and black pepper if desired. If mixture seems too thick, stir in a splash of water.

    Remove roasted peppers from oven. Carefully flip them over in the pan and stuff each half with the beef filling, reserving any extra filling. Top each pepper generously with gouda cheese . Return to oven and broil until cheese is melty and bubbly ⏱️ 2 minutes .
